  4. Small white blisters. Causes for this?

Small white blisters
Dry hands . Scared it might be something serious. Only picture I could find on google resembling was HIV rash. What are the causes for this? Also at the same time been feeling weak having a lot of symptoms of diabetes 2, feeling dizzy and past few days have been passing blood in stools
