Small segments of skins
I have moved to a new city which is much far from where I lived earlier. It is just 1 week here and small white skin area are coming out on my arms.(Sorry for bad english. I am not getting proper word to define my problem) Whenever I rub my hands over my arm, some small white skin areas like peeling a skin but very small size segments.

You could be having xerosis/ ichthyosis - dryness due to change of weather/water or any products that you may be using. Please use a good moisturiser / see a qualified dermatologist near you - or -send in your pictures on practo direct consult.
