Greetings. This is a Becker's Nevus. This is a kind of nevus or birth mark that changes appearance in teenage and then stabilises mostly and doesn't grow further. This can be treated to some extent for cosmetic purposes by hair reduction laser and pigment lasers. See a qualified dermatologist near you for further treatment. Warm regards
