Unfortunately staining due to fluoride is an internal stain and cannot be removed by cleaning or bleaching. If the staining is causing a cosmetic problem, one of the solutions would be to do laminates or veneers for the front teeth to improve the smile.
Next Steps
Consult a dentist to understand your options and decide accordingly.

Fluoride is taken up by the chemical structure of the tooth while the teeth are being formed and it becomes an internal stain and that is result it cannot be removed. Aesthetic treatments which are based on camouflage are used for smile correction. These options can vary from laminates to metal free Zirconia Crowns for permanent smile correction. In mild to moderate cases of fluorosis, bleaching can also be attempted but sometimes multiple visits might be required and the fact for sure is that these results will always be reversible. Please get your case evaluated by a dentist so that the right options applicable in your case can be explained to you. Regards.

You can go for veneers for the front teeth,  it is a thin tooth coloured covering which masks the yellow colour and appears good.
