Shouder and neck pains

I have question to Doctor regarding my heath issue i got injures at work and had 3 sugery in the past but my shouder had pain and weakness after many physical therapys. I am taking a drug call tramadol 50mg by my family doctor desprition.however this medicine not work for me to my chorne problem my question all doctor are scary give me pain like hydrocodone because this made me felt better i am not accition cause i kown how to control my pain and only take it have alot of pain , i am not workin
