Renal parapelvic cysts & hydronephrosis.

Renal paraplegic cysts are found during general Heath checkup along with mild hydronephrosis on right side and moderate right hydroureter. Urologist is suggesting to go for fasting CT urogram with X-ray KUB and they are estimating the price of 13000 for urogram and 500 for kub X-ray without any medication. Please enlighten me that the urogram is necessary without medication? And is that the cost mentioned are correct? Regarding the urogram they are asking to visit the hospital with fasting and they provide some injected water of 1 litre prior to test for 1 hour and will inject some dye in vein before the test.
