In indirect Laryngoscopy bilateral arytenoid, false cord and true cord seem congested.
It happens in Laryngitis.
Laryngitis is an inflammation of your voice box (larynx) from overuse, irritation or infection.

Home Remedies
Using paracetamol to control the pain.
Avoiding decongestants since they dry the throat out.
Drinking plenty of fluids.
Avoiding inhalation of irritants like second-hand smoke or smoking.
Steam inhalation with Hot water is beneficial.
Breathing moist air.
