Redness and pain on outer are of balls

Asked for Male, 30 Years

Redness on my scotrum...I have used anti fungal bacterial cream (fourderm) but no relief. When I walk or scratch the balls hurt as if the skin is torned. ...veins on balls also looks very clear as if they will pop out. Please help . I have also shared the images.
