Red Rash With Swelling - My Father Has Suddenly Developed A

Red rash with swelling

My father has suddenly developed a swelling in his forehead with red rash marks. There is no pain or itching but a mild burning sensation. The same is also seen at the corner of his eyes. Please suggest a cause and the best course of action.
