You seem to be having eczema. This is a common recurring skin condition usually seen on lower legs. This may be due to underlying skin dryness which may increase in winters. Please use a very mild ph balanced soap. Avoid bodywash as it may dry out the skin. Frequently reapply moisturiser creams every two to three hours. Eat foods rich in omega fatty acids such as fish or dry fruits to help your skin regain moisture. If still not better you may need a steroid cream to help you. Please contact a dermatologist who can examine you and prescribe the appropriate skin care products
