Red dots on penis. My foreskin and head.

Started about 3 months ago. I had some unprotected sex 3 months ago, and again 4-5 months ago. I did experience swollen lumps under my arms a about 4 months ago (making me fear herpes). After the second unprotected sex I did experience some swelling and itching. It seemed to go away and I took azithromycin to be sure. shortly after this the dots started appearing. only one or two or three at a time and in separate parts of the penis head and just below it. they usually only last for a day or two then disappear quite fast, and i usually only experience them maybe once per week. occasionally they have a white tip but often are red and the skin on them seems to break easily. I have seen 2 doctors in vietnam but its hard to get them when the symptoms are visible because they heal so quickly. both doctors said it wasnt herpes. the second one gave me fucidin which i have used for 3 days and today the symptoms are much worse. lots of red dots spread over my foreskin and head.
