Rash on my hand

I've had this rash on my hand for years, but its not getting better, its causes scabs to from on the areas where the rash is. when the scabs come off, its usually pink n purple underneath, it bleeds some time or gives off a clear liquid n then the scabs reform, i use this cream diprosalic, but its not working all the time.
