I have been working outside in my garden the last few days and now I noticed a rash that has developed in my arms and neck and it does not feel like a sunburn my hands have been swelling more than normal and it hurts to do things like to drive or hold her dog leash or even wash my hair

I would advise you to meet a dermatologist so that you can be examined and undergo the necessary investigations such as CBC, IgE, etc to find the underlying cause of the problem and have it treated accordingly. You can use a lactocalamine lotion over the lesion which may give you some relief and you may require an antihistamine.
