I've puffy eyes and dark circles, would like to know if there are any over the counter medicine for that.

First,  you should rule out that there are no systemic cause for it.. Lifestyle maintaince  ..late nights,  alcohol etc..can cause Cold compresses helps OTC Under eye lightening creams you can use
