Consider the outerside of packet is dirty but you can transfer the inside food material in another utensil, and throw that outer packet in dustbin and put the food material in home old plastic bags. Dont touch you food material while doing this, remember to wash your hand after transferring your food materials
Next Steps
this can be safest way.

Its always better to wash food packets with soap water like milk packets, curd packets, biscuit packets. Packets which cannot be washed like bread packets u can apply sanitizer on cloth and wipe them and groceries which are not of use immediately can be left outside door or in corridor for 2-3 days as virus present on them dies without contact.
