Plz suggest to whom i consult

Hello GE Dr. My grand paaa 65yeara age. He is having knee pain . Swelling for few day but no no swelling. But he is unable to walk properly. He walk on toes. He can't touch the heel properly. Consult Ortho but told there is no problem. Plz sugt to whom we consult. His x-ray is normal. Is it neurologist case or Ortho case???
