A few months ago my sister passed unexpectedly. Today we got her cause of death but we're not understanding the lingo.
cause of death: Anoxic Encephalopathy with Cerebral Edema and Cerebellar Tonsillar Herniation.
Due to Hemorrhagic Dissection of the Internal Carotid Arteries.
I have no clue what this means and this still doesn't explain to me why or how this happened.

As per the information in your question it seems that she might have had a hemorrhagic stroke due to dissection of the carotids following which the other changes that have been mentioned due to raised intracranial pressures secondary to that bleed.
