Pigmentation after exeima
I have had seasonal exeima for years, it comes and go but due to it and itching in the past, some parts of my skin have black pigmentation (seems it's covered in a dark black layer) on some parts of legs and hands. I have consulted 2 dermatologists and have tried home-made or beautician tips and tricks but the black pigmentation doesn't go now I'm tired, any solution to remove that pigmentation. It seems it's a dark layer and it stands out from the other part of legs and hands.

Maybe you still have residual eczema (dark layer ). That has to be treated by moisturisers and mild steroid creams for around 2 weeks. Later, pigmentation can be treated by day time sunscreen and night time bleaching creams. Consult dermatologist soon.
