Its fungal infection and it is common thing among married men. At sex when penis enters the vagina, the vaginal secretions can smear the penis and this if infected causes rash like you are seeing.
Women and men differ in their reactions to fungal infections. some women have it but are not aware of it as it is deep in vagina. Some have minor complaints but they dont get treated.
