Penile pain & discomfort

Asked for Male, 37 Years

I'm currently on Ciprofloxacin & Citalka syrup for UTI. I have had recurrent UTIs. The problem bothering most is this longstanding penile(penis head) pain, heaviness and discomfort of foreskin which is not very comfortably retracted. I've attached a picture. What Could this be?? Is this inflammation
