My mother should undergo parathyroid surgery and she is having a heart rate of 56. Is it safe for her to proceed with their surgery with such a heart rate? (specifically when she would be given general anesthesia)

Heart rate of 56 is within normal limits. Fitness for surgery does not just depend on the heart rate it needs multiple factors to be considered
