  4. Oxygen level 94 normal? Be 96-100?

Oxygen level 94 normal?
My father has recently developed severe cold, cough and fever. Temperature between 102-103, now reduced to 100 for 2 days. Blood oxygen level in Oximeter is showing 93-94. Is it normal? Should it compulsorily be 96-100?
