Most probably what you are describing is a condition called as acanthosis nigricans. It is seen in overweight individuals and is a sign that there is excess if a hormone called as insulin in your body. It is a condition prior to developing future diabetes. Irregular periods is also due to the same thing. I suggest you aim for a weight loss through diet and exercise. If very severe, you might need hormone tests.
