You have not mentioned about type of delivery. Sometime ( not always) CS deliver first few days mother not produced enough milk, multiple reasons like anesthesia ( for this it's few hour) , not able to sit as stiches or not taken enough liquid or food or may be mother is not comfortable. In normal and also cs delived, 1st few days mother's milk is small in quantity but enough of nutrition( reach in immunity factors ) so it is advisable to give that milk ( it's call Colostrum) and try each and every time to first give direct breastfeeding then you can expressed breast milk in cup and give it with spoon or "pahladi" and proper diet. Mostly you will start having breast milk. Its takes few days to start or restart breastmilk. Even after that you don't get enough milk, you can give formula milk stage one but still every time  try to give breastfeed first then top milk, gradually child will take breastfeed and your milk output is also improve.
Next Steps
give breastfeed, then express breast milk with katori and spoon then if needed top formula milk ( make sure you do exact dilution of water and powder as mentioned in box ) and give it with spoon or pahladi only.
Health Tips
Don't use bottle. maintained full hygiene. handwashing mother should take all balanced freshly prepared home based food and plenty of liquids including 1-1.5 ltr milk in a day. mother should not be stressed out. not take tension. monitor urine out it should be atleast 4-5 times a day and weight should be increased adequately.

There isno harm in giving formula just make it in the right proportion. Be relaxed, have nutritious diet, lots of fluids and your milk supply will increase.

If your milk is not coming , give formula milk temporarily no harm Don’t get upset , if mother was tense and psychologically upset milk secretion will get suppressed , Take plenty of water , good balanced diet , leafy vegetables , Sagoo . Consult your gynaecologist they will prescribe medicine for milk secretion .
