Any obstruction to urine flow in the urinary tract can cause this finding. Most commonly a stone, especially if it is one side only.
Please consult a Urologist.
Most stones less than 7-8mm pass out in the urine on their own and there can be a memory hydroureter for few days to weeks. If it is mild and asymptomatic (normal urine, no pain, no UTI) you may repeat a ultrasound scan after 2 weeks else consult a Urologist and proceed with plain CT
Most probably there is a stone in the ureter. If that is the case, then hydration and few medications will flush out the stone if it is a small one. If it is bigger than 1 cm,it needs urological procedure.
To confirm if it is a stone, ct may be required
If there is no stone, it may be due to a reflux of urine, for which u can visit urologist, they will suggest few tests.
