Hard water may temporarily damage hair. You may apply a hair conditioner twice weekly. Kindly consult dermatologist for anti dandruff shampoos . You need blood tests for evaluation of hair loss and white hair.

Average daily hairfall in the range of 100-150 is normal, anything more than that needs attention. There are many reasons for excessive hairfall in females at your age like stress(related to exams, etc), using hot blow dryers and hot shower can damage hair, hard water ( contains excess calcium carbonate and magnesium sulphate)  that can make hair frizzy, anemia, thyroid issues, etc. We need detailed history related to your hairfall and also need to check the quality of hair and scalp for correct diagnosis and treatment. Your next issue is dandruff and dryness which is very common in winter for which you can use salicylic acid and coal tar shampoo followed by good conditioner. In case you have itching and redness  we need to check for seborrheic dermatitis ( type of scalp allergy in simple language). White or gray hair is another problem you are facing  which is mainly genetically determined and nothing much can be done if that is the reason. If it is too much and progressing fast  we need to do thorough blood check up for possible reasons.
Next Steps
Avoid putting oil on scalp, hair gels, hot shower, blow dryers, etc which can worsen your problem.
