Itchy Eyes and eyelids

Now I have severe itching of eyes and eye lids which can be controlled only by continous use of dexamethasone 0.1% and chloramphenical 0.5% eye drops 3 times a day. Tried fexofenadine/monteleukast and laoratadine. No effect.
