Hi it looks like infection of glans penis. It may be due bacterial or fungal infection. Don't scratch that area more. Go for protected sex with your partner (use condom) because chances of spreading. Maintain hygiene. Go for cbc and urine routine once. There may be chances of STI. consult general physcian for furthur evaluation and treatment.
