Consult a good dermatologist , it may be a case of eyelid dermatitis or Dermatomyositis. Difficult to say without evaluation. Dermatomyositis can have other associated complaints. Eyelid dermatitis can occur due to overuse of cosmetics on eyelid. It's difficult to predict without actually seeing a patient.
