Is my skin dehydtated or something else?

Asked for Female, 19 Years

'm 19 yr old female having normal to oily skin. Since I'm suffering from dehydrated skin from harsh soap ,hard water rice scrubs and dry weather in college campus. Since I'm in treatment now from two months. But can you tell me how many months it Will take in completely restoring my skin back. Also Will my creepy lines disappear? Is it a dehydrated
