The liquid discharge is precum. It is due to sexual excitement. You are just 23 and hence may be having lots of sexual signals coming your way. This happens in form of erotic stories, or porn or tiltilating songs or even sight of desired sex partners in day to day life. This can cause the penis to get erected, sometimes fully sometimes partially. The penis has a tube inside ( named urethra ) which is meant for passage of urine and also passage of semen at ejacualtion. This semen is thick and it has to come from testes and then pass through the tube ( urethra). If the tube which is closed at rest gets such semen it may not let it pass. urine is passed at will because the urine storing bag can press and force urine into the tube which opens the tube and allows it to pass outside. But in case of semen this thick semen cannot pe pushed. It will need to get pushed by muscular contractions and hence to help this there are glands like prostate gland, accessory glands which coat the tube from inside with sticky secretions in anticipation of ejaculation. This can happen at many other times too when ever a man exerts pressure, like as exercise, at passing motions and also at sexual thoughts. This is the sticky fluid that you are seeing. It is NOT SEMEN. It is pre ejaculatorty fluid
