I am suffering from Hyper pigmentation on cheek area which is now spreading near my eye area too. It started during my pregnancy 9 yrs ago and since then remained at my face on cheek area. Is there any other solution other then Hydroquinone or chemical peels?

You have melasma on cheek which is common after pregnancy. Sunlight is poison for you and should be avoided by using sunscreen. If you don't do this it will never go. Melasma has to be maintained, so treatment will be lifelong to prevent it from increasing. Creams and peels work for melasma.
