Dear Sir, Patient is my daughter. By birth she does not hear and speak. Now She tries to speak but does not pay attention whenever we Call her. Neither from near nor far. Please guide me. Regards Thank you

Please take her to the ENT department of the premier medical college in your state. A proper clinical assessment will help find out if she can be a candidate for a Cochlear Implant programme. If so, get ready for a lot of committed Speech Therapy sessions wherein you as the parent will have to work intimately with the speech therapist, your child's kindergarten teachers so that ultimately she gains hearing and attains speech!
