  4. Genital Rash. Herpes or something else?

I was having an uncomfortable feeling peeing as though i had a big cut in my vagina near the opening. Yesterday I looked and saw about 3 little white bumps. They do not look like blisters & they have not popped open they just itch a little. When I put Neosporin or anti itch cream they feel slightly better. Could it be herpes or something else?
