Foot ulcer and swelling

Asked for Female, 22 Years

Hello Dr. My father is having this foot ulcer. He is type 2 diabetic too. I'm attaching the photo. What can be done to heal this? We live in a small village. Here drs are not taking it seriously. Whom to consult and what to do? Please help.
