I had catatact operation 10 years ago . Now sseem to develop a whitish screen similar to cataract. Can I have cataract a second time? What is the possible cause?

It is possible to develop cataract again especially if you're a diabetic. Kindly visit an opthalmologist and get examined and get treated accordingly.
