These tests are for assessing the risk of that particular pregnancy for Downs syndrome. Incidence of Downs is maybe one in 800-900 pregnancies. Plus these tests are expensive. So nowadays doctors explain about the screening for Down's syndrome but leave it to the pregnant couple whether or not they wish to do the screening.
It is not mandatory to screen for Down's but it is recommended.
