My sister was having love affair but now that guy has refused now my sister is suffering from depression she is not able to forget him and she is neglecting her parents also.

Yes it is possible that she's longing for the boy unable to cope with her loss hence feeling depressed. Please take her to a counselling psychologist or psychiatrist in your city.
