Cut marks reoccurs on penis

From last two years experiencing problem during intercourse...whenever doing sex able to see several cut marks on foreskin of my penis with inflammed upper part. also taken medicine for one month problem solved only for some months. I think...symptoms matching to of balanitis. Want to know if can be cured fully.
