Appears insect bite, rash or bruise. Any history of trauma, pain, itching. Proper history necessary for treatment.

To me it looks like a bruise. He probably has hit himself. Please see a eye dr. For a proper diagnosis.

This is most probably beetel dermatitis. Apply Neosporin-H eye ointment two times a day over the skin area affected , only a thin film should be applied. Please do not put the ointment inside the eye. It will take at least 10-15 days to be normal.
Add Tab Allegra 120 mg half tablet at bedtime for 5 days.
Add Tab crocin 500mg , half tablet two times a day after food for 3 days.
I repeat ointment is to be applied on skin only and that too for 10 days only.
Next Steps
Consult ophthalmologist if problem seems to aggravate after three days of starting the treatment.
