Blue patch on leg

Asked for Female, 55 Years

My mom has 2 blue patch on her legs.. The patches are small ,approx 1cm .. there us no related pain or anything. She is a patient of high bp and sugar and is under medication for the same. I wanted to know if this is something serious and what can be the possible cause
