Blood on urethra opening

So this morning i went to pee and i had this burning feeling when i was peeing (it hurt a bit) and then when i cleaned the tip of my penis with toilet paper there was blood on the toilet paper but there wasnt any blood in the urine and i didnt have any sexual intercourse, help please
