Baby penis growth problem

Hi, my baby these days used to touch his pens again and again and sometimes he shows some type of irritation as we understand. Few days back he had looses so we have shown him in emergency so the pediatrician told there to consult surgeon as the growth of penis is not according to age. So please suggest
