Veins issue

My father Mr.Jagannath rau Dhekale been suffering from left leg vein issues for more than 25 years. Till year 2020 we were seeking treatment for vericose vein also done two surgeries (1 open & 1 laser) still the problem did not resolved. In january 2021 this year we met a new doctor and he advised for diagnosis of Ilial vein outflow stenosis after few months he again got wound on his leg and this time its unbearable us to see and him to suffer. Since i was child i am seeing my dad's left leg wrapped with a white bandage and now i cant see it anymore. We have done all necessary treatment also met enormous specialized doctors but still the problem is not been solved yet. I am attaching the picture of my father's leg and also the last hospital discharge sheet. Please advise me over this issue so that we won't see him in pain in future. Thankyou.
