Unable to understand it..!!

My 1 year and 3 months old daughter moves her whole body majorly the lower part (Waist to legs) when falling alseep/trying to sleep We noticed this problem when she was around 9 months old and since then had visited 2-3 child doctors and they both were unable to understand this problem.Even we had a Vitamins test done of her. She does all this mostly when falling asleep(Which we have noticed) Kindly help me in finding a cure of this problem please and what is this thing.. Below attached photo in which I have pointed the area which she moves..

May be she is uncomfortable as you are always keeping diapers
