Being an Orthodontist myself, sometimes we have to take the last resort to extract the premolar teeth to resolve crowding or severe anterior inclination of the teeth.
There are no side effects of extraction of these teeth (vision or brain).
Usually I recommend my patients to extract the teeth on one side first followed by the other side after a week so that the patient is able to chew the food from the other side of extraction painlessly, and so that they have a more comfortable experience.
