It is best to do TSH in fasting state. Nobody can deny on that. Check all the detailed studies you want to. However for the ease of the patient full Thyroid profile is done empty stomach.

Generally Thyroid test should not be done with a fasting it is not like a fasting blood glucose test so you can go for either time or  fasting time.
