A raise in TSH level and normal T3 T4 is subclinical hypothyroidism.If you don't have any symptoms related to thyroid, there's no need to initiate medicine unless it's above 10mcg/. Keep checking your TSH level every 2-3 months. If you develop symptoms you need to start medicine

Borderline TSH, multiple factors like, family history and symptoms needed to guide you , medicines may or may not be needed but observation and repeat tests after 3 months certainly needed
