This appears to be hydrocele - a collection of fluid around the testis, which is common in newborns. It usually resolves on its own by 1–2 years of age without any treatment.
This condition is usually benign and self-limiting. Most babies with hydrocele do not need surgery unless it persists after 1–2 years or if it’s a communicating hydrocele.

Ensure the swelling is: Painless, Reducible or not rapidly increasing, Not associated with redness, fever, or excessive crying
Red flags:
If the swelling becomes tense, red, or painful
Baby has vomiting, irritability, or refusal to feed
The swelling is hard or suddenly increases in size
You’re unable to feel the testis separately — rule out hernia or testicular torsion
