Testicle left in scrotum after torsion

I had had testicular torsion 10 years ago in one testicle which eventually died (became small and small ) other testicle had been fixed by prophylactic fixation.But the testis which got torsion was left in the scrotum.I want to know-WHY it was left in the scrotum --Was that a mistake from the dr or it was left intentionally.does that cause cancer?
